- Bring a large pot of well-salted water to a boil. Cook the pasta to al dente according to package directions. Reserve 1/2 cup pasta water, then drain.
- While the pasta cooks, heat the olive oil in a large skillet over medium-high heat. Add the onion and cook 2–3 minutes until softened.
- Add the ground beef and cook, breaking it up, until browned, about 6–8 minutes.
- Stir in the garlic, smoked paprika, cumin, salt, and pepper. Cook 1 more minute until fragrant, then remove from heat.
- While the beef cooks, stir together the Greek yogurt, grated garlic, lemon juice, and salt in a small bowl. Let sit at room temperature.
- In a small pan or microwave, melt the butter with the smoked paprika and chili flakes until fragrant, about 30–60 seconds.
- Divide the pasta among bowls. Top with the garlic yogurt sauce, then the spiced beef, then drizzle with the warm paprika butter. Add a splash of reserved pasta water if needed to loosen.
- Serve immediately, topped with fresh parsley or dill and a lemon wedge.
